Generally these files are streamed from the internet from sites like YouTube; the Flash platform is the world's most ubiquitous streaming video format, and it's used by numerous websites, web apps, and web game portals. Some programs use it in offline operations as well, but this is unusual.
Flash Player is a free download, and is available from Adobe's website. It also comes with some computer operating systems by default, including Apple's Mac OS X.
