Adobe Flash Catalyst is an application in Adobe's Flash and web development suite that allows designers, who traditionally simply produce the artwork upon which a Flash app's interface is based, to add interactive elements to their artwork.

As a designer, you can export your artwork to Catalyst and add the interactivity you want. If you're a developer, you can open up a designer's completed Catalyst project and begin coding around it.

Catalyst is currently available as a free download because it's in its beta testing phase. The release date and pricing for the final version haven't been named yet.
