The service would have you paying for individual streams rather than paying for downloads or a flat rate for multiple streams.

The Wall Street Journal's All Things Digital reports that Google is in talks with bigwigs in the TV industry to offer consumers the option to pay for ad-free streaming TV shows on YouTube. The model they're considering is similar to that of Apple's iTunes, with the arguably important difference being that iTunes lets you download shows to own and watch whenever or where you want. The YouTube plan would stream like Hulu, so you wouldn't be able to take your files with you wherever you want forever. Is that fine with you? Would you pay by the video for streaming content?
