European Commission rejects Microsoft's offer of an IE-free version of Windows
The European Commission notes that Microsoft's offer to not include IE in European releases of Windows meant less choice rather than more choice.

Rejecting yesterday's move by Microsoft to offer the latest version of Windows to the European Union without Microsoft Internet Explorer pre-installed, the European Commission responded noting: "If the Commission were to find that Microsoft had committed an abuse, the Commission has suggested that consumers should be offered a choice of browser, not that Windows should be supplied without a browser at all...Rather than more choice, Microsoft seems to have chosen to provide less."
