If you purchased a new PSP-3000 and have noticed that one of the main features that was to differentiate the PSP-3000 from the previous model, the new brighter screen, has terrible interlacing, it looks like you may be in an uphill battle with Sony regarding the problem. A Japanese Sony Computer Entertainment representative told Engadget that the interlacing was a "feature" of the new device and there were no plans to replace, repair, or update the new PlayStation Portable to fix the problem.

If you have this problem and think it's something Sony should fix, contact their customer support by filling out this online form, post complaints to their message boards, call Sony's Customer Support line 1-800-222-7669, and encourage your fellow PSP-3000 owners to do the same.
